Need help fixing awful Audio tracks -- noise reduction, filling missing audio tracks, etc.

Hey guys!

I am working on a segment piece about a Tech Expo, and the camera guy obviously had no idea about AUDIO! There are so many problems where the talent is not heard well because there is either ambient noise that he competes with, or only one side was recorded (right side audio, yes; left side audio, none). Anybody have a suggestion to fix this in premiere pro with Audio Effects? Or is there any other step I can take to go about this?!

You can use the Fill effects to center the audio.

On the ambience issue, you're probably hosed.
