Need help with transitions (Premiere Pro CC 2018)

I cant edit in or out times with the bars. I have no clue what it is called. Can someone tell me how to enable it?

Have you tried clicking on the little twirl-down arrow on the far left?

Although, normally I edit transitions directly on the timeline ...

You need to move the CTI (playhead line) over the effect to be able to select it, easiest way is really to select the effect in the timeline ... and then either in the timeline or the ECP, you can hover over the ends and get the modded cursor to show you're in mode to move the end.

Hey Neil, thanks for the response. I completely worded the question incorrectly. I am looking for these things right here. I have no clue what the correct terms for what these are called. They do not pop up in any of my transitions anymore nor do I know how to enable them.
