Need your help with export stuck at 0% !!

I make a youtube video which is consisted of animated stock images, animated text & overlay. I then reproduce it for Instagram (1:1) and TikTok (9:16). I made almost a hundred videos of these. lately, I found strange troubleshooting which is the tiktok video that can't be exported. After I make the TikTok from the Instagram video, I try to export it but it always stuck at 0%. I can render the work area first but I will face the same problem. It happens again and again ! and I tried a lot of solutions suggested in tutorials and subreddit but they didn't work. I even tried to try a newer version of premiere but it didn't work.

How to solve it?
