New to Premiere Pro and I am stuck

I am new and have been trying to figure out how to access the effects in the project screen to implement transitions etc.  The effect option is not there, but the effect controls is in the source window.  Can anyone assist me in how I access this function.  I am at a stand still.

I  clicked on libraries and now it is showing on the right hand of the screen.  I think i have it.  Thanks.

To access the Effects panel, click Window (in the menu bar) > Effects. Hope it helps.

Thank you.  I know I am missing something.  I clicked on editing and then edit workspaces and it comes up with the below.  I clicked on effects, and then ok. I viewed the tutorial and it has the "effects" in the project panel.  Can you implement the effects/transitions or access them in another area besides the project panel?

I am not sure what you are asking.

Normal workflow is to edit your source material to the timeline, and once trimmed and positioned correctly there, apply effects to the clips and transitions to the cutpoints between the clips as needed.

You do this by dragging the effect to the clip and releasing it, or in the case of transitions, dragging the transition to the cutpoint between the clips and releasing.

Why are you clicking on Edit workspaces?

That is to change the structure of the workspace you are in.

It is not to see effects.

Ok yes, but my issue is actually locating the effects.  I did find them but now they won't drag.  I thought they were to be accessed in the project panel.

It's in a different panel, check the other panes of the workspace. You may need to scroll the tabs as sometimes more panels are in a pane than can be seen at one time.

You can also undock the panel and then drag it to a docking zone of your choice and then dock it. You may refer to this link to learn more about it.
