No clip mismatch warning in Premiere Pro 2023

I have "Show Clip Mismatch Warning dialog" checked on the Timeline preferences, but I get no warning when I drag a clip on to the timeline that has a different frame rate than the timeline does. I used to get the warning in 2022, but in 2023, I no longer do.

Timeline needs to be entirely empty when dragging a clip into the timeline in order to get the warning.
