No matter what i do. the export quality doesn't change.

I have looked at every single youtube video and asked my friends and I cant seem to fix this problem. I am trying to make a Rainbow six seige montage video and it looks great in the program. but the instant i export it the quality gets horrific.
these are the settings that i have been using:
Format: H.264
preset custom
1920 by 1080 scale

frame rate is correct
aspect is square pixels
render at maximum depth is on
profile is high
level 4.2
VBR 2 pass
use maximum render quality.

Currently in the program and the clips themselves look like this: https://www.youtube.com/watch?v=KrtyCFwSm9A&feature=youtu.be

but when i export them they look like this: https://www.youtube.com/watch?v=vGNJxmdJmEA&feature=youtu.be

I have been trying to fix this problem all night. any kind of help would be appreciated.
