Not able to replace media in Effect Controls panel

I created a MOGRT in After Effects with a replaceabale media file (jpg).  When I go into Premiere, "Replace from finder" is greyed out under Effect Controls, BUT I am able to drag/drop into the Properties panel. Is that how it's supposed to work?

You no longer replace media in the Effect controls but will have to use the Properties Panel.
