Only importing 1 second of clip

Importing an h264 mp4 that's a minute long and it says it's only 1 second. Does it for all these clips that were captured the same from an iOS app called Fotozap on an iPad. They used to work (and still work in 2019 Premiere). Not working in 2020 version OR in Media Encoder. Quicktime shows it as 1 minute like it should.

32 GB 2400 MHz DDR4

Radeon Pro 580 8 GB

Premiere 14.3.0

If the file is variable frame rate, which although Adobe says it will support, many users are having issues with VFR.

Use Hand brake to convert to constant frame rate:
