oops: 1080 sequence to UHD

I just about about 5 hours making a convoluted sequence in 1080, now I've decided I want it in 4K so I can pan and scan on a 1080 timeline. 

its composed of clips of all different shapes and sizes with corner pin effects and lots of masks, with animation.  I have tried using transform to rescale the clips, but it doesn't rescale the masks on effects. 

Other than starting pretty much from scratch is there a way?
