opening a new project is very slow in premiere

this was not an issue a few days ago, which is when i started using premiere.

i open the program, start a new project and hit create, its an empty project because i usually add sequences from my presets then add files into it, yet it becomes unresponsive for a good 15-20 seconds? i cleared cache and all, this also happened on the work desktop on after effects where if you open ae it would take MINUTES just to load the program.

any fixes for this weird premiere "bug" ? i work daily and this is just one of those things that bother me about opening and closing the app.
