Phantom audio after deleting a portion of audio

I'm working with a wave file in Premier Pro and deleting the noise in between the pauses of the speaker. For some reason I can't remove the bad clicks in a pause even though I cut and delete the clip as I've always done. As I listen through the empty space the sound still exists there, as is it's fading on it's own into the speakers clip. I tried lowering the volume to nothing, still there. I cut it on both side and deleted it, still there. I isolated and used all the noise reduction, dehumer, denoise, with volume turned off. NOTHING. I rrestarted multiple times. nada.

 

What am I missing here? How can I not get rid of this in the pause. It seems to be a new issue.

Try moving the cuts by a frame or two.

That sometimes makes the click go away.
