How can I do this? Does it have a name? How much effort does it take to make something like that? I am going to create illustration and animate it  with ken burns effect but i would like to add this as well.

Hi karlor20562288,

I do not think this (animating still images) is possible in Premiere Pro.

Let's see if someone else can give you any suggestions.
