Picture doesn't fit

When I export an image from Photoshop with a resolution of 3840px by 2160px, add it to my sequence, and set the video frame size to the same resolution, it does not fit. It shows black on the top and bottom like the image is too wide. Am I doing something wrong, and is there a way to fix this?

The pixel aspect ratio was set to square (1.0) in Photoshop. However, in Premier, it was set to 16:9 (0.9091), and it was the only option. I set the ratio in Photoshop to match that of Premier, keeping the same image resolution and video frame size, but the image only got wider.

Stills always have a par of 1.0.

If setting it to a PAR other than 1.0 the image wont fit a regual 4K sequence.
