Playhead not moving by 1 frame at a time

For some reason when I use premiere pro and use the left and right arrow keys the playhead doesnt move by 1 frame, instead when I press it multiple times it moves, but not by 1 frame, and instead by what looks like to be 10 frames. Can anyone help me with this?

The zoom level is huge, you're seeing 20 minutes of your timeline while trying to move the indicator a few frames, visually the time indicator will look as if it's in place. Try to zoom in more and you'll have a better feel of the time indicator's movement.
