Please tell me how to use overlays with keyboard operation.

There are keyboard shortcuts for insert and overwrite, but no overlay, insert before, or insert after.
Is it possible to perform the same operation with a combination of keys?
Also, is there a setting method that does not move the time ruler backward after overlay operation?
