Carlos, like you and me is a user. A very knowledgeable and experienced one. And very good at troubleshooting with anyone who will work with him on their problems.
But he's not a staffer so he has no control over code. And is volunteering his time and knowledge to help you.

I understand. Simply resetting the settings is not an option because it does not solve the problem. If the program errors occur on multiple devices, then the problem is not with the devices, but with the software. I write a lot and often about problems so that developers can see them and fix them. Ordinary users can't help here.

The developers are not in this forum looking for posts with issues they can fix in future versions of Premiere Pro, thats important to know.
If you want the developers attention, file a proper bug report: FAQ: How Do I File a Bug Report or Write a Feature but dont just write "it dont work, again", you must provide details so they can reproduce the issue you have.
Without those repro steps nothing will happen, the same apply if they cannot reproduce it. The more details, the better. Less details or no details, nothing will happen.
I write a lot and often about problems so that developers can see them and fix them. Ordinary users can't help here.

Thank you! Now I understand why no one here can help. Everyone just advises me to reset the settings or buy a new computer. Now I know that there are only regular users here, not the program's creators!

Not sure you do .... the forum is seiup for three main areas, Discussions, Bugs, and Ideas.
Discussion is the bigger part, with mostly the very experienced users helping, with some stafffer assistance especially on certain things. Note, personally, I've solved the issues of several thousand users over the years ... as have Averdahl, AnnBens and others.
The more normal thing is for a user to be sure what's happening on their computer is a bug, when it's not .... there's a setting they don't know about, or they've done things in one order that need to be done in a different order, or there's a permissions problem on their machine that has to be figured out, a bazilliion things.
Then there are things that are bugs .... and we help to puzzle out as much of the who gets this on what machines with what media with what effects ... which certainly speeds the work of the devs onward.
The mods can move those to the Bugs section of course.
Anyone can also post directly to the Bugs forum, though many that are posted aren't actually a real bug. Still, anything posted to the Bugs forum does get piped to the dev team.
All Idea posts are also monitored by the dev team, especially noting the 'upvotes". As a user, the frustrating thing is that people keep adding new ones on a particular thing rather than upvoting what's already there. Please, eveyone, search the Ideas secton for what you're wanting, and upvote the ones there and only add if there isn't one!
