I can see-through Priemere pro as an application and see things that are on my desktop. It's like the transparency of the app is lowered on the left and right sides and I can vaguely see things saved on my desktop.
Has anyone else ever noticed this or know of a way to fix it?

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Actually, that's a different issue. Premiere Pro's application window does not behave like Photoshop's.

Of course, I'm assuming that you're on an iMac, Cinema Display or Thunderbolt Display.
Apple doesn't mention it in their article, but I've read that it has to do with which panel was used for your model iMac/Display. Apple used LG panels and Samsung panels. One of those is prone to this, the other is not. It should also only be present in certain model years, for example, some (but not all) Late 2014 Retina 5K 27-inch iMacs have this issue while others do not.
On the off chance you're on a 2013 15-inch Retina MacBook Pro, Apple had a screen replacement program; however, I think that the window to have it replaced has closed.
