Hello, this is my first time posting on the Adobe forums so bear with me.
I've seen scant mention of this issue online but hopefully someone here can point me in the right direction. I've been having this issue for a few months, it comes and goes at random. During a session, the entire laptop screen will start to flash on and off. It only seems to happen with Premiere, and usually the flashing goes away once the programme has been shut down. In this video below you can see the effect, and it still happens even if I'm only using the laptop and not an additional screen. I've tried reinstalling all the drivers but to no avail.

Windows 10 64-bit
Intel Core i7-6820HK @2.7GHz
16GB Kingston RAM
I haven't tried launching Premiere using the high performance GPU, how would I change that setting?

So far so good from the advice that you gave me! The flashing has stopped after I set Premiere to use the high performance GPU and made sure all drivers were updated. I'll let you know if the problem persists in the future.

Here is how to fix screen flashing issue in Windows 10
1. Open Task Manager – There are many ways in which you can do that.
Method 1- Right click on any blank space in your taskbar and select Task Manager.
Method 2- Press Ctrl + Alt + Del. From there select Task Manager.
2. Click on the File tab. If you are unable to see File tab then click ‘More details’ at bottom left corner.
3. Select ‘Run new task’.
4. Type ‘msconfig’ without quotes.
5. Click on the ‘Services’ tab.
6. Scroll down and find two services named ‘Problem Reports and Solution Control Panel ‘and ‘Windows Error Reporting Service’. If you have difficulty finding these two services then you click on ‘Service’ column header in the table. This will alphabetically arrange all the services.
7. Uncheck these two services. Press ‘OK’.
8. If Windows prompts you to restart the system then restart the system and your problem will be solved.

I encountered the same issue and tried all the proposed solutions to no effect. Then I noticed your mention of using a second screen and tested it on my second monitor. The issue did not happen on the second monitor, but would return if I moved the Premiere window to the laptop screen, even without closing the app. I checked monitor settings and the difference between the laptop monitor and the second monitor was the scaling. Laptop had 125% scaling, to make everyting a bit easier to read, while second monitor was on 100%.
I changed the laptop scaling to 100%, and the issue went away. In Windows 10, this is done with Right-Click, Display Settings, Scale and Layout.

Just sharing how I solved it on my side (I had been pleagued by this... grrr).
My problem only occured while using DisplayPort cable. No problem when using DVI. Still, I wanted to use DisplayPort.
For me it was an NVidia issue. Disabling "G-SYNC" solved it:

I know this is not a solution but it worked for my laptop.
What I did was changing scale and layout.
In Display setting (Right click on Desktop) I went to display settings and it was 150% And I changed it to 100%.
