Hello,
I am currently working on a 3840x2160 project, the footage has been shot on an Sony A7III. I just recently newly installed windows and all my Adobe programms. My Problem now is, that when I want to export the small project, the file comes out too small and with a too low bit rate.
I have by now exported many times, restartet the pc and everything.
These are my export settings: 3840x2160 Target Bitrate 75 MBit/s and the expected filesize is about 1500 MB.

what could be the problem? can someone please help me?

The problem is that you've gone past the maximum supported limit of Intel's QuickSync hardware encoder. The maximum supported bit rate limit is around 50 Mbps. If you really want a 75 Mbps target bitrate and have the file size to match, you'll have to use software encoding. In the H.264 or H.265 export settings, change the encoder from "Hardware encoding" to "Software encoding".

And to be clear, Ann and RJL are helping appropriately. But there is something that I know someone will misunderstand.
Setting that switch in the Export dialog ONLY changes whether Intel's QuickSync is used, it has nothing whatever to do with GPU use for that export.
