Hello everyone, I havent posted here before, but I have been banging my head against the wall. I have a desktop PC that I use to edit videos on premiere. The footage is 4k, 10 bit 4:2:0, and shot on a sony a7siii. I had a pc built that should be able to handle that footage so that I dont have to create proxies (I have to edit a lot for work), but almost without fail after using premiere for about 30 minutes the program gets really choppy. The issue is that when I drag the playhead around the image takes a few seconds to load, and when I click things they only appear a few seconds after. Sometimes it freezes on a frame completely and I have to restart the program. When it's really bad its nearly impossible to get anything done.
Would love any help on this as I've been through a bunch of posts on here and on reddit but nothing is helping. I dont experience this in any other use scenarios, but I don't do many other demanding tasks on my PC, the most was when I was playing baldur's gate 3 at high resolulution, which it was able to handle without freezing.
Computer Specs:
-Processor: intel 12700k
-GPU: NVIDIA GeForce RTX 3080, drivers updated
-RAM: 2x 16gb G.Skill Trident Neo Series ddr4
-1x 1tb ssd
-1x 2tb ssd
-PSU is 750w
-Windows 11
-I am using premiere pro v24.6.1
Things I have tried so far:
-Cleared the media cache on premiere
-Reinstalled windows including all of my files and applications
-Ran a full virus test with Malwarebytes with no viruses found
-Updated my bios
-Ran a ram test with memtest86 (no errors)
-Tested my CPU with OCCT (the test stopped a few seconds after it began because the CPU went up to 100 degrees celcius. But the test also said "No errors detected")
-Re-applied thermal paste to CPU and upgraded CPU fan (with Noctura NH-U12A)
The next thing I was going to try replacing is the power supply, as I used an online calculator that reccommended just over 800w for my parts. Another thing that I am curious about is if the cpu overheating quickly in the stress test means that something is wrong there. Anyways I'm not super learned with this stuff so I'd appreciate any input, and I am also happy to perform various tasks while monitoring parts and report back about results.

You certainly did a lot of good stuff. I doubt it's your power supply. Do you have any overclock going? How about head-up display software, like one would use to show the frame rate or temps? Also, fan software, etc.

I do have the framerate indicator enabled on Premiere, it drops frames after about 30 minutes too... just a few at first, then hundreds. I dont really think its the cpu overheating on second thought because I've been monitoring it while I edit and it doesnt get too hot.

Are you using a Studio driver, not a Game driver for the RTX3080?

That is interesting... I didn't know that was a thing but I'll give it a try and report back
