No idea what I did.... must have accidentally hit a keycode command I've never used, but now instead of playing back like normal, my playback in the Program monitor acts like a radio on search mode. IE... it'll play about a second, then skip forward 5-10 seconds, then play a second, then skip forward 5-10 seconds. Not related to J/K/L commands... those make it do the same thing... but either faster, in reverse, etc.
No amount of Googling has helped, probably because it's an odd thing to try to search for.
Can anyone help me out with what key command I need to undo? I have a crazy deadline on this project and this is making the program unusable.
Spent awhile with both Adobe and Apple support today.
Through screensharing with Adobe, we were able to narrow it down to something with the graphics card. It was actually dropping frames to the extent that it looked like it was just playing back quickly. Something like 4k dropped frames in a row. Restarting the computer in Safe Mode (which disables graphics and sound cards) took care of the issue.

Already tried. In addition to rebooting computer, restarting Premiere, trying other project files, etc.
It's acting like it's meant to do this... if that makes sense. It's not skipping... more like fast-forwarding in quick bursts through the footage.

Try resetting the preferences:
FAQ: How to reset preferences in Premiere Pro?
If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
- Do one of the following:
- Click the Workspace menu icon and select Reset to Saved Layout.
- Choose Window > Workspace > Reset to Saved Layout.
from here:

If that doesn’t work ,try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Thanks for the reply.
No change from clearing preferences, clearing cache, resetting workspaces, or even uninstalling and reinstalling Premiere. Happens on all projects I've tested it on, including brand new projects.
Computer is a brand new iMac Pro that's a month old. I cannot find any updated drivers at all on AMD's website.
The weird thing is it was working 100% perfectly... I was on a 10 minute phone call and came back to it all messed up.

I'm not a Mac guy. On Windows we have System Restore. I wonder if Time Machine would help you to restore previous behavior?

Just thought I'd add in in case anyone else has this problem in the future.
