Hello Adobe Community. I would love some help with this issue.
I receive an incompatible format error when I try to import 3840 × 2160 HEVC .mov files recorded in Open Reel, into Premiere Pro. They won't import into Media Encoder either. The files open in Quicktime and VLC player with no problems. I have emptied the cache in premiere and restarted the computer several times. Was wondering if there is a codec I need to install. Thoughts?
I am running Premiere Pro 2023 (23.1) on Ventura 13.2 on an iMac 2017.
Processor: 3.8 GHz Quad-Core Intel Core i5
Graphics: Radeon Pro 580 8 GB
Memory: 32 GB 2400 MHz DDR4

Might be a H.265 flavour Premiere does not like.
Convert with shutter encoder to an edit friendly codec.

I'm also experiencing this issue. 4K HEVC .mov and .mp4 files from OpenReel don't play nice with Premiere anymore. Anything I recorded prior to May 2022 plays back fine still.

I re-installed Premiere 2022, and it seems to handle the OpenReel files normally, including Media Encoder. OpenReel support told me that Adobe dropped support for a specific iOS HEVC codec that they and some other companies use. I am going to submit a complaint to Adobe in a bit here.
