Premiere Pro 22.5 "Directory object cannot construct with this path". Not solved.

I am getting the "Directory object cannot construct with this path" error message during startup on a Windows 10.

I have tried going back a few versions but to no avail.

Seen a few other similar messages about the same, but no solution.

Sorry! As the splash screen loads, which component does it hang on? What happens if you disable plugins? Let us know!

I have not installed any plugins.

Telling what component it stops on I am not able to tell. It goes too fast.

Adobe Premiere Rush stops during startup at QuickTime-plugin.

Adobe Media Encoder gives this error message:
 

The other Adobe applications seems to start okay.

I am in Ukraine now. (Native country being Norway).
I am starting to think this might be the issue.
Something I will not be able to find out for sure before I return in 2 weeks.

In the meantime it's a pity I can not use any of the applications. Especially Adobe Premiere.

Same problem, Tried re installing the app and going to past versions and no solution

Disabled all my plugins and even gave full permission to the adobe folder on my computers and the issue still persists
