Premiere Pro animating itself slowly, how do I fix it?

This is pretty much impossible to explain, so here's a screen recording of what happened.

I have a Razer Blade with a Core i7 4720HQ, 16GB of RAM, and GTX 970M 3GB on driver 376.54. I'm using Windows 10 Creators update version 1703 (15603.250) with Premiere Pro CC 2017.1.

What should I do about this?

Looks to me like the problem is the speed with which Premiere's application windows are drawing/updating themselves on TeoIzAwezome's display....

As to why? I don't have an answer unfortunately.

I'd suggest maybe reinstalling / updating your display drivers.
