Fractal noise effect is missing in my CC 2018, why?

Fractal Noise Effect is not a Premiere Pro effect. It is available in Adobe After Effects.

That's weird.  Try updating. I'm seeing the effect in Mac and Windows on current versions and in CC 2018.
