I used to use Premiere Pro CC on my All-in-One Dell Pavillion. While it can barely run anything, the program itself worked very well on the computer. Then, I gt this brand new, high tech Dell Laptop, and now the application doesn't fit on my screen, leading to such abominations like this:

In addition, It also won't let me select the "Export" button because the window for it refuses to resize, so I have to go through a whole process in which I resize and relocate my search bar temporarily to be able to reach it. It's a hindrance, I would appreciate any help on the matter.
It's possible you need a larger screen. I recommend nothing less than a 24" 1080p monitor for editing. (Which means Laptops just aren't very good for the task.)

In addition to some of the above suggestions:
By default, Dell and other laptop vendors have configured Windows to scale up the ENTIRE desktop to make small text readable by people with slightly poorer than average vision. Unfortunately, this significantly reduces the effective resolution of the Windows desktop (and indirectly, the display itself). This is more likely to occur in a laptop that's equipped with a "4k" display rather than a FHD display. (Simply put, with the way that the laptop vendors have scaled up their default Windows installations in laptops that are equipped with "4k" displays you might as well have only a 1366x768 display on that laptop.)
Also, by default Adobe software detects the display as "full resolution" on startup - and this assumes that the display is not scaled (display scaling at 100%). Unfortunately, any scaling of Windows will either cut off critical portions of the Premiere interface or trigger a "resolution too low" warning.

When you make your changes, simply navigate through the window with TAB on your keyboard, and save with SPACE. Enjoy

The Solution:
Go to Settings > Display settings > on your PC/Laptop and Change the Orientation to Potrait Mode or Potrait (Flipped) . Do whatever you want to do in potrait (it will be hard because your pc screen will be rotated by 90 degrees i know but you just have to press the button). Now everything in Adobe Premiere Pro will be in Potrait Mode so you will be able to see the full Dialogue Box (even More than that).
Later come back to display settings when you are done and change the Orientation back to Landscape.

Alternative Solution:
Go to Settings> Display Settings on your Laptop/PC and tap on change the size of text,apps and other items option change its value to 125%. I have included a screenshot i am on Windows 10. See below...
Everything will now be in your screen you can keep it like that if you don't have an eye problem or change it back to 150%.
