Premiere Pro CC2018 - Issues with stability and UI appearing, using too much memory

Hello,
I am a somewhat casual user of Premiere Pro, but I started working on a project a couple weeks ago that has really changed my opinion of the Premiere Pro product. I am not sure what's going on but I'm really hoping I can help figure out the problem here. I've worked with CC Premiere pro software about 3 times a year for the last 4 years and never seen stuff like this occur.
The issue seems to be multi-faceted. Firstly, premiere pro will sometimes stop responding entirely or lock up. I'm not sure what I am doing to cause this, but it is sudden and often hard to predict. Upon looking at task manager before killing it, I often notice that PP is using more memory than it is allowed to use, possibly a memory leak?
Secondly, I get strange UI issues often upon launch, where the UI doesnt seem to be refreshed. Sometimes it will refresh when I play a sequence, but it will not refresh again until I either play a sequence again, or close and open the project, assuming the issue doesn't re-occur.
My best guess as to what prompted this, and the only major change to my work flow, is I tried to open my PP project in AE - this is something I have never done before so it's either that or some issues with CC2018 (or something else?)
Please advise on if there is anything I can do. Logs to provide? System specs? things to try? I'm happy to help get to the bottom of an issue like this one.

I just found something interesting.
It seems that the issue occurs when I have a Bin of my project opened in an additional window (so drag the bin out of the project view). Literally as soon as I close this extra bin window, the UI issue dissappears.
So I am wondering if somehow having an additional window is causing the problem, or might be the way to reproduce the issue?

Can you please confirm if the issue that you were facing has been resolved or not?
If you still need assistance with this, try these steps:
1. Quit Premiere Pro.
2. Navigate to Documents > Adobe > Premiere Pro > 12.0 [if you're working in Premiere Pro CC 2017, go to 11.0].
a. If Sync Settings are turned on, go to the Profile-yourprofilename folder
b. If Sync Settings aren't turned on, go to the Profile-CreativeCloud- folder
3. Rename the Layouts folder to Old_Layouts.
4. Launch Premiere Pro and create a new project.
5. From the Premiere Pro menu bar, choose Window > Workspaces and deselect Import Workspace from Projects.
6. Save & close the empty project.
7. Open the project that you have to work in.
NOTE: You'll lose your customized workspaces.
