Is it normal for premiere pro to drop frames on a 45 second clip with gpu acceleration on a geoforce rtx 2060?

The GPU isn't used for decoding, so this could be normal depending on your source material.

I recommend using the native proxy process, choosing the appropriate Cineform preset, for all H.264/5 media.
