Premiere Pro set to fram size button not working

Product: Adobe Premiere Pro 2023, 2024
OS: Mac OS Sonoma 14.0

I encountered a bug when using Adobe Premiere Pro 2023 and 2024 where the "Set to Framze Size" does not perform its intended function. Whenever I right-click any clip I have on the timeline, then press set to frame size, nothing happens to the clip.

Steps to Reproduce:
1. Open Adobe Premiere Pro (2023 or 2024) and start a new project
2. Import a video clip into the project
3. Drag the clip onto the timeline
4. Select the clip in the timeline
5. Right-click on the clip and select "set to frame size" (assuming the clip isn't already 100% scaled)

Expected Result:
The video clip should adjust to match the sequence's frame size without losing quality, maintaining its aspect ratio.

Actual Result:
The video clip does not adjust sizem and there is no noticeable change in the clip's properties or appearence on the timeline

Frequency:
This issue occurs consistently when going through all of the above steps.

To replicate this, I think we'd need some pixel sizes of the sequence and media.

 

For example, in a 1920x1080 sequence, a 1080x1080 image will not change.
