premiere pro timeline cursor doesn't attack to the clip (magnet selected)

I need to know how to enable the function of the timeline slider to attach itself to the beginning/end of clips as it is moved, as (despite me having the magnet on) the slider runs free without attaching itself to the beginnings or ends of clips

If you mean that you want to snap the current time indicator to edit points, then all you have to do is to press shift while moving the time indicator. Also, you have an option in the preferences to snap the playhead when snap is on: go to Preferences > Timeline > check the second checkbox.

Personally, I hate to enable that option in the preferences as it makes moving time indicator really hard in the timeline. Using Shift is much better to work comfortably. Anyway, you really need to have Timeline options in the preferences as there are many important options there.
