I have been editing with premiere pro and the timeline has been unusable due to extreme lag though I have a good computer. I have look at a lot of things and none of them have worked. Has anybody had this problem and know an answer?

i7-6700k
Gigabyte G1 1070
525GB SSD

You list only one drive, and don't mention your RAM. Having at least two SSD drives is very advantageous, and 16GB of RAM or better.
Also, you don't mention the media you're working with or the effects you're using. A bit more information would allow "us" to give some advice that could be useful.

Wow! That's way too many processes running at startup. You need to address that.

This site is out of date on many things but you should be able to follow it generally
One quick suggestion is go to Task Manager/Startup and disable everything that is unnecessary.

That's about twice as many as it should have. My current configuration, by comparison, has only about 100 processes - and that's with the antivirus scanner running.

Yes , I'm Having the exact same problem. I have a Hp Spectre 360x with:
64 bit
16gb of ram +2gb video
Interl Core i7-7500U CPU @ 2.70 GHz, 2.90GHz
Nvidia GEFORCE 940MX
I use to edit videos with ease bt ever since the update it has been horrible. I'm thinking about cancelling my subscription.
