I am running Premiere Pro CS5
When I go to render my timeline, it begins and renders a little, then stop and plays back.
My timeline and tracks are selcted, and everything is in my Work Area.
What could be causing Premiere to do this?

If you have a red line over the timeline after importing a video and before adding any effects... your project is wrong for your video... read above about codecs

Once you know exactly what it is you are editing, report back with that information... and your project setting, and if there is a red line above the video in the timeline, which indicates a mismatch between video and project

Premiere is very good at managing whatever you throw at the sequence.
I assume your entire sequence plays back o.k?
The mystery is why it wont render a certain section even though it is covered by the Work Area Bar.( It is isnt it?)
Does it stop at the same point each time you try? (What is at that point?)
Try Rendering from the Menu Options for rendering instead of the Enter Key.

Just to check the WAB (Work Area Bar), hit the \ (Backslash key), to zoom out on the entire Timeline. Look at the WAB and find the little "box" in the middle. Dbl-click on that.
What you describe is classic behavior for the WAB being set over only a portion of the Timeline, and it appears that you have Play Timeline After Render checked in Edit>Preferences.
Also, look closely at the Timeline Ruler. Do you see any difference in the gray bar above the Timeline? The reason that I ask is that one can set In & Out Points for a Timeline (the bar should go darker gray beyond an Out Point), with the I (eye key) and the O (oh key), and those can be done accidentally. That would limit the Rendering to just the area between a Timeline In & Out Point.
