I'm not sure what is causing this, but I have refreshed my window's install twice, and it won't go away. The bigger the stroke the worse, so here I've exaggerated it here:

do you not see the sharp spikes coming out? It's meant to be a smooth outline. Here it's on the A, V, N, and M.
Oh. I thought that was on purpose, like a dialog box pointing to a character in a comic book panel.
Definitely a bug. File a bug report. Meanwhile, use Photoshop to generate your effect and import the text as a PSD.
