My guess would be either a slow (mechanical) hard drive or not enough space on your hard drive for scratch disks and/or swap memory.

What are the hard drives (how many, what kind, what is on each, what capacity, and how full)?

Not really.

See here about the UHD 630:

https://community.adobe.com/t5/premiere-pro-discussions/premiere-pro-no-longer-supports-intel-uhd-63...

The GT 730 is not really powerful enough for Premiere Pro.  It only has 384 CUDA cores.

Actually, not surprised at the time that rig is taking. That is as noted a pretty low-end machine for a pro level video NLE.

And I've been told that working from a UHD (3840x2160) 60fps file is more work than say twice the timeline length at 1920x1080.

And wow, that's a small framesize you're ending with ...
