Premiere will randomly transform my videos when I add an effect.

I added the echo effect to my clip and from that point my clips are scaled and transformed randomly even though the effects control don't show any difference. I don't know what can be causing this and it really sucks cause I can't add any effects without my clip being thrown out of wack.

Please tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card and most importantly your source properties and sequence settings.  By any chance are sources from a screen recording program or a smart phone?  In that case the problem is probably that your sources have a variable frame rate which premiere has problems with.

use mediainfo to determine whether your source is variable or constant frame rate

if it's variable use handbrake to convert to constant frame rate

I am running on Windows 10 Home, 10.018362

Premiere version: 14.5

My computer has 24 gb of ram with 18gb allocated for Premiere. 

I am running an Intel i7-7700K and an 1080TI Founder Edition

 

I shot the video on a Canon EOS R at 60fps in 1080p. My source settings are 23.976 for the timebase, cause I interpreted the footage to get slow motion. My frame size ir 1920 horizontal by 1080 vertical, 16:9. The "scale motion effects proportionally when changing frame size" box is checked. Everything else is basically default. Square pixel ratio, no fields, Rec. 709 Working color space, 48000 hz sample rate, and I-Frame Only MPEG preview file format. Thats all I got.

What happens if instead of interpreting the footage you just drop the footage into your 24p timeline and adjust the speed/duration dialog?  And do you see the problem when you render the problematic clips in the timeline?  And have you tried switching the rendering in your project settings?   And have you checked that your graphics card meets the minimum specs for this version of premiere

Never easy to diagnose these things from afar...  but please answer these questions in a systematic fashion...

When I drop the footage in and change the duration, it doesn't happen, but I am trying to speed warp and adjudt the timing of the slow motion. I still see the problem after rendering and and have tried everything from changing the render settings and restarting the progam even. My GPU meets the requirements. For some reason, I restarted my project and it worked though. I dont know what happend but I guess something was off.
