Preview keeps replaying the first frames

I use Adobe Premiere Pro 2020. Everytime I put in one of my video files from my iPhone 8, it keeps replaying the same frames in the preview. Even though when I open these video files with VLC media player it plays normally. I can't edit like this. It's so damn frustrating. I tried creating proxies, rendering the files, delete and place them again, lowering the preview quality... nothing works. It keeps repeating the same first frames like it's bugging there. I also tried just giving it breaks, like stopping in the evening and trying again next morning. No success.

(In case this is somehow relevant) PC specs:

CPU: Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz

2 SSDs

8GB RAM

GPU: NVIDIA GeForce GTX 1070

Motherboard: ASUS Z97-K

If your video is Variable Frame Rate, try converting to Constant Frame Rate with Handbrake before importing into Premiere Pro. If the file is variable frame rate, which although Adobe says it will support, many users are having issues with VFR.

Use Hand brake to convert to constant frame rate:

Also:

8 GB RAM is really not enough.  Have you been able to edit other media OK?

Thank you Peru Bob for responding.

When I get home I will try your method. I'll let you know if it works.

8GB used to do just fine actually. I was thinking of buying an i9-9900K together with a new motherboard instead (so my preview quality could get better, exporting could get faster etc.). I know that normally AMD is much better for editing, but I mainly upload gaming videos. I looked up some stuff regarding RAM, and discovered that all of them are different. Different brands, types etc. Seems like a hard task to upgrade from simple 8 to lets say 16. I would have to buy a new set of 2x 8GB RAM. Would that be better than an i9?

IT WORKS! It can take some time to encode (I have many files that have this issue), but your method works! Thank you so much my guy.
