Preview trava muito quando altero a velocidade do video ou reverto ele, mesmo com proxy, fica como se fosse aplicado um efeito muito pesado, utilizo uma gpu nvidia RTX3070, processador ryzen 5 3500x e 24gb de ram.

Welcome to the community, and sorry for the issue. Could you let us know which version of Premiere Pro you are currently working on? Do you see any error codes or messages? Could you mark in and out points and go to Sequence > Render in to out and let us know if you're still experiencing playback issues?

and what is the codec of the source?    Although Premiere can take almost any format you throw at it, an all iframe format like the appropriate flavor of prores might be more suitable for a speed effect...  Certainly worth doing a test by transcoding a file....

XAVC is an mpeg format in which only frames at certain intervals are complete (iframes).  The frames inbetween are not each discreet but are dependant on neighborhing frames to create the frame for playback.  Makes for much smaller file sizes but may make things like speed changes more difficult...  So as a test, I'd suggest transcoding to an all iframe format like the appropriate flavor of prores.    If this helps, post back and we discuss alternative workflows.    Never easy to diagnose these sort of problems from a distance, so just trying to eliminate possible causes...
