Previews glitching after switch to Windows and CC 2019 (October 2018 update)

During editing my playback is slightly glitchy even after rendering and even with GPU acceleration off. I've tried deleting my cache files, deleting render files, and deleting and re-installing Premiere. Once I render out the file, it stops glitching. I just barely switched from a 2015 iMac to a Dell XPS 15 9570. I'm shooting GH5 120 VFR footage. I thought at first it was just .MOV footage so I switched to shooting .MP4 Thank you for any help you can give!

I understand you are getting playback issues when the sequence is not rendered. Please answer the following questions:

  1. Does it happen with every project?
  2. Are you using any plugins?
  3. Have you applied any GPU accelerated effects or transitions to the sequence?
  4. Please share the system specifications (RAM, GPU, processor).
  5. What is the format and resolution of the media files used?

It is happening in every project. It is happening before and after rendering as well. There is 32g of DDR4 RAM, the GPU is the GTX 1050ti and the processor is a 6 core Intel i7 8750H.

I already have more updated versions of the CUDA drivers. And I have already tried changing the renderer and it hasn't helped.

It's a 1 TB SSD. Not sure the exact speed though. But the problem occurs using a 4tb Seagate drive as well. So I don't think the issue is there.

Forgot to say...No plugins. No effects at all. It's 23.976 1080p MP4 (LPCM) footage shot on the GH5 (It was still having this issue with MOV files shot on the GH5
