I am trying to use adjustment layers for the first time and you obviously need your project panel to do so but I have come to realize that it is gone/missing and the only one I have there is a random folder for media. I have tried right clicking the random media folder to maybe add an adjustment layer that way but its a completly different media tab so It doesnt work. Does anyone know how to regain the "Project Panel" back into that bottom left tab? Trying to edit without it is a pain, I would gratly appreciatte it.

The Window menu at the top will let you open any window/panel in Premiere. You can reopen your Project Panel from there. You can also reset your layout from the Window > Workspaces Menu, or the new workspaces menu at the top right of the Premiere UI (22.3 and greater)
