I will be new to video editing and have a real estate company. I want to use video for marketing properties, training and social media. Do I need Premier Pro or will Premier Rush CC work?

Rush is designed to simply start video editing on an Apple phone mostly, with the idea that for simple things like some straightforward social media projects you can "publish " right from Rush, and anything needing more work would get ingested into PrPro.
That may work for you, staying in Rush.
PrPro is pretty complex and takes a definite learning process though. So Premiere Elements, which is an app for "enthusiasts", might work well for you also. It has many things to do which are automated for you. As a pro app, PrPro is designed to give you tons of options, mostly a manual process however.

If you are planning to do everything from scratch, shooting on your mobile (Apple) and editing quickly then spreading
to social media, Rush will work in that case, you might need Premiere Pro if you want more advanced editing stuff ...
If you will be hiring professional cameramen and then do the edit, you will need Premiere Pro.
If you will be buying templates from online marketplaces, you have to check if those templates are Premiere Pro Templates, or Mogrts,
then you will definitely need Premiere Pro, since you stated that you will be creating marketing videos. Adobe Stock is the best place
to buy Mogrts from.
You might also check if you will need After Effects for the training stuff if you are planning to buy Explainer Video Templates
created on After Effects from online marketplaces.

If you're training is in real estate and not video production, I recommend hiring a professional who is trained in video production.

I would go with the your instinct. Go with PPro and keep your workflow in mind when buying computer stuff ( desktops, laptops, ext drives, etc.) in mind re: cost. Sounds like it's all exports for the web so you can do normal h264 type stuff mostly.
If you use drones for properties ( or stills) and do training with green screen or simple head and shoulder shots, and keep marketing your main business, you might as well go with PPro or FCP from the beginning.

Rush is for use predominantly with mobile devices. So if you have clients who arent too fussy about the end product use it.
If you however want to output high quality end products use PP.
Please note I am not saying Rush can't give you a quality product but Rush is mobile based compared to Premiere which allows hardware sets ups, multiple screens, etc etc. In a nutshell PP is a pro editing piece of software.
The question is very broad as its difficult to understand what your final results need to be.
