"There was a problem starting C:\Windows\System32\LogiLDA.dll"

When I attempt to open Premiere Pro, I get the error message as seen above. I have uninstalled and reinstalled the program and still get the same message. lowellsgustafson also had a similar problem. Thankfully John Smith helped out by giving instructions of what to do. I have followed step by step through the process, yet the message still won't go away. Could someone help me fix this?
