Razor Tool not cutting at playhead. even with snap on.

i cant seem to figure out why all of a sudden the video clips will not cut or drag down to playstop

You're clicking with the razor tool, correct? Working for me.

To test, try Ctl+K and also Sequence -> Add Edit.

Do any of those work?

yes i tried it. and its not working. see how when i try bring it back to the playhead. theres a large portion of the clip that skips it.  i attached the photo

Change the timecode from audio units to frames.
