My old hard drive got fried and I think I have lost all data on that drive.
I have had to replace that hard drive and reinstall Adobe on the new HD. I had a big project with dozens of hours of editing gone into it, so I am trying to see if there is a way to recover some sort of data from a Adobe account that I was logged into on 'another computer'.
Sorry if this does not make sense. I will be happy to answer any questions to clarify.

There is no data from projects in your account.
You can check the other computers harddrive for data.
Or check for creative cloud backup files if you have had that turned on in the Preferences.
Could try recovery software but it seems you already replaced the hdd.
Next time make a backup of everything:

When you say 'fried' is the disk making any noises at all or completely dead?.
Professional service companies exist to recover data from Hard Drives - but it depends on how much you value all the work on your failed drive (assuming you did not throw it away).
Its a long shot, but data can be recovered from Hard Disk platters if not physically damaged.
I've no idea on success rates as I am not an expert.
Platters can be swapped into identical 'donor drives' with same manufacturer/model/firmware etc.
This is as you would guess a very specialised job and not a job you can do on your table at home. For one thing you need a clean room environment.
You can search yourself for any reputable professional services in your area that might be able to do that job.
Simple data recovery from several hundred dollars up to ~2000 dollars + for platter swap.
You need to make a decision if worth it commerically to try to recover the edit project files. If not , move on and put down to a bad experience. We have all lost data sometime or other.
Someone with experience of this type of service might jump in here, to advise more.

To recover data on another computer, first, power off the faulty device and carefully remove the hard drive or external storage device. Use an external hard drive enclosure or a USB adapter to connect the drive to a working computer. Once connected, the computer should recognize the drive as an external storage device. Open the file explorer and navigate through the drive to locate and copy the desired files to the working computer. If the data is not immediately visible or accessible, you may need to use a dedicated BLR data recovery tool to recover lost or damaged files.
