Help me, please.
There are red frames in Premiere pro 2019 during preview. I tried to switch off accelerated H.264 decoding and clear cache but it doesn't help.
They appear just for a second randomly.

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
- Do one of the following:
- Click the Workspace menu icon and select Reset to Saved Layout.
- Choose Window > Workspace > Reset to Saved Layout.

If that doesn’t work ,try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

In the distant past, using cs6, I used to resort to simply making a cut on the red frame ( start and end of frame) and delete them. In the end is was the simplest solution. If shooting 24 fps, deleting that one frame didn't cause any problem ( ripple delete).

I get this with my files rendered from After FX or any external app and then I want to change them.
eg... I have a rendered file on my time line.. fine... while prem open I go to change the file in AE and save over the old file so it updates.
If I left my CTI in prem on the clip I am replacing while making the change then it turns red when I replace it... my only work around is to make sure my CTI is placed after the clip I am changing so Prem is not looking at.
Make the changes in AE and save as a different name and then delete the old file and rename the new one to the correct name then go back to prem and all is fine.
This may not be your exact issue but I am sure it is a linking issue.
