Scale to frame size not working.
I currently have my media preference set to "Scale to Frame Size" and the clips that I pull into my timeline "fit the frame size". As a work-around I've set my "F" key to "Fill Frame" and press it directly after pulling my clip into my timeline. Doing this for every clip is annoying and I just want my clips to automatically fill the frame once put into my timeline. I've tried resetting my adobe preferences/computer and newly importing clips but nothing works clips. Someone help please.

thanks for the reply, no. my sequence is 1080x1920 and my footage is 4K. there was once a time i didn't have this issue, i would just place my 4K footage into my HD timeline and the frame would be filled. i would even have extra room to move the footage around in frame due to the increased resolution. it's annoying thats this is no longer the case

don't use "Scale to Frame Size" in the preferences, use "Fit to Frame" instead. Using the first one the scale will be 100% in the "Motion" controls, using the other the scale will be 50% and you will have your extra room to move the footage around.

I did I could not get it to 50%. Look at the scale.

You are right Ann, I thought that the sequence was 1920x1080, not 1080 x 1920.
With current preferences ("Scale to Frame Size"), if the OP dragged any clip to the timeline, the result will be like your image with Fit, but the scale will be 100%. If he tries to scale it manually to fill the sequence, he should scale it to around 316%, and the quality will be bad.
BUT if he uses the new "Fill" button in the Properties panel, PPro will automatically disable "Scale to Frame Size" for the clip and the scale value would be like the one in your "Fill" image.

I see the Ann and Ali posts that appeared after I posted. I agree that the best option is fill for a vertical sequence receiving a horizontal clip (either from the button or a shortcut added for the fill frame action). This option is not available as a preference; the only 2 are scale to frame size or fit.
For the preference setting, the helpx file still says "scales imported assets to the project’s default frame size," but there isn't one anymore, right? In any event, when IMPORTED, the clip gets flagged with the setting, and takes on the scale of a sequence it is placed in AND with a scale of 100%. But, as Ali says, when you use one of the other settings, it overrides it so you can scale without losing quality. But generally, I believe the best option is None.

Unfortunately not my 4K horizontal footage "fits" into my HD vertical sequence when instead i want it to "fill".
Note: I want this to be done automatically when pulled into the timeline.

To make it easier for you, assign a keyboard shortcut to the Fill command.
Also, you can create another sequence, where you put all your source clips, scale those to 88.9%. In this sequence's timeline, choose the parts of the clips you want to use, and drag them directly to the other timeline.

I see, this is the extra step is was looking to avoid. Once dragged into the timeline, I just want my horizonal 4K footage to automatically fill my vertical HD sequence.

Is this correct? Your sequence is vertical? Is it also vertical 4K (2160x3840?); or horizontal (3840x2160)?
In any event, you said "i would even have extra room to move the footage around in frame," which means, as Ali recommends, you were using fit to frame. Your preferences (Edit -> Preferences -> Media -> Default Media Scaling) should be set to None. If you have that preference set to either scale to frame or fit, when you bring your clip to the timeline, it won't be what you expect.

"Scale to Frame Size" is bad, Premiere Pro will scale down the clip to the sequence size, then will create a hidden nest of that clip, which results this 100% scale value, that's why if you copy - paste such clip into After effects, a composition will be pasted there.
Generally: don't use "Scale to Frame Size", unless you know exactly what are you doing.

Hi all,
I feel like I've (perhaps we all have) gone nuts!
Set preferences for scaling to none. @oteets, I think this is what you must have had this set to before, and when you somehow got it set to scale, that messed you up.
Import your horizontal 4K. Add to the timeline. Guess what? With no fit/fill action, It is centered vertically and horizontally and "fills" your vertical 1080x1920 frame: the 4K 2160 fills the vertical HD 1920. The excess 240 vertical pixels spill out the top and bottom, and the excess 2,760 spills outside the frame left and right. You can position it wherever you want, and you have a little excess to scale down for a perfect fit top and bottom.
Am I missing something? omg.

The "bug" - I had the same feeling - is that there is no fit/fill option to function that way when putting a horizontal into a vertical timeline. I read something that suggested to me that one was intended for different ratios, but I did not test that.
The no fit/fill option just brings it in as 100%, which "fills" only because of the relative sizes.
