Simple resizing from 9x16 to 4x5 with black frames

Hello!
I've got quite a curios question. I edit a lot of formats while at work and I'm pretty tired with taking footage and resize it manually. 

Let's take an example. I've edited a 9x16 video and now I have to resize it to 4x5 and add black frames to top and bottom of it for Instagram Reels/Shorts. Normally, I'd use fit/scale instruments with changing sequence's settings but it doesn't work well most of the time.

So the question is: can i somehow resize video with frames without setting them manually?
