You need to fix your color management settings first.

 

That looks to be an HDR clip, probably in HLG color space.

 

As HDR is still so Wild Wild West, I'd recommend working in SDR/Rec.709 still. 

 

For that, go to the Color Workspace ... Lumetri panel ... Settings tab, the tab named Settings. That's where all CM controls are now.

 

Set Display Color Management and Auto Detect Log, Auto Tonemapping to on.

 

Set the Sequence color space as Rec.709. Do any corrections you need to do.

 

Now use SDR/Rec.709 export presets, which do not have HLG or PQ in the preset name.
