Can you share the specs of your mp4-file, the version of Premiere Pro you are using and your sequence settings?

1920x817 is a very odd frame-size. Uneven numbers particularly are problematic at times. If you use a more standard frame-size what playback do you get?

A "standard" frame-size aspect ratio is 1920x1080 ... and as I noted, at least for most things it's better to use an even number. Certain codecs require for example blocks divisible by 4 or 8, so for those, you would need a frame-size where each number is divisible by 4 or 8.

So I would suggest using a standard aspect ratio, or at least, one that would fit most codecs you would export into.
