Suddenly I can not click on anything in the "program monitor"

My work flow has always included clicking on clips in the program monitor .. this brought up a box.. I culd scale.. move.. do all sorts of things.. but now I can not click on anything.. clicking in the program window dose nothing. To scale and move I now need to use the effects window and enter numeric values.

How can I get it back to just being able to click in the program monitor?
