Sync Settings is Failing

My sync settings to upload my premiere pro settings backup fails each time. It says to download them first then try again. BUT the settings in the cloud are the old settings and don't want the current settings over-written.

Is there a way to clear the settings in the cloud to allow me to back them up and also transfer them to my laptop so everything matches?

 

OR where is this / these preferences files located on my computer so i can find and backup from there vs. the cloud?

What happens if you change your sync preference to always upload?

Also, i've had it set to "always upload" and still fails.

just had a chat session with adobe. they said it was a server issue. hmmm...
